This is Endless Space for PC. It is currently in beta and can be played by pre-ordering the game. It is available on Steam and coming out on July 4th, 2012. It is a 4x strategy game with a card based combat system. This video is to specifically show off combat, since the majority of the videos of this game out right now are more involved with the galaxy map part of the game.
